During the Pre-Flop betting round, if no one has raised the pot the dealer will ask the big blind if they would like the "option". This means they can raise or just "check." By checking the player does not put in any more money because the blind is a live bet. Many new players make the mistake of throwing away a bad hand when they could just check. Remember the blnd is a live bet.
